An analysis of the relationship between the development of institutions and social factors, including social homogeneity and propensity for cooperation, is presented. The paper focuses on the economic efficiency of the current resource rent redistribution policy in the countries under consideration. Based on the comparative analysis, a conclusion is made about the heterogeneity of the development of institutional landscapes.
