In order to discuss these issues the Higher School of Economics is happy to invite you to the presentation of Yannis Katsoulacos ‘Could a move to more presumption-based Legal Standards be justified, on cost of error minimizing grounds, for the big-tech digital platform markets?’

Competition policy towards Big Tech has become an important challenge for competition policy. There is a worldwide discussion about whether antitrust/competition enforcement should be complemented (or even substituted) by industry-specific ex ante regulations – such as the Digital Market Act (European Union), the American Innovation and Choice Online Bill and the Open App Market Act (United States). The Memorandum signed by the Federal Antimonopoly Service with the largest digital companies in Russia presents a similar approach to enforcement. However an important issue is whether classic antitrust/ competition enforcement towards digital platforms should be reformed in order to improve the effectiveness of public policy?
