The book is edited by Prof. Vladimir Avtonomov, HSE Faculty of Economic Sciences, and Prof. Harald Hagemann, the University of Hohenheim.

They argue that one of the reasons is underdeveloped infrastructure in border regions. Their study was published in the Journal of Urban Economics.

The ranking evaluates economic, academic, and research institutions based on their publication activity in economics.
